Progress is made in Ballykinlar GAA hub construction plan

Down GAA has begun the search for a contractor to deliver its €15.4m county hub in Ballykinlar by 2028.

On Friday, it was confirmed that the procurement process for the key role of progressing the development of the Ballykinlar Centre of Participation, Wellbeing and Shared Learning Hub has now commenced.

Speaking on the matter, Down GAA chairperson Maureen O’Higgins said: “This represents another important milestone in this ambitious project and is a testament to the excellent work of everyone involved. We are grateful to SEUPB (Special EU Programmes Body) for their support in helping deliver this iconic project.”

A Down GAA statement highlighted that the project is “funded through PEACEPLUS, a programme managed by SEUPB, with additional financial contributions from Newry, Mourne and Down District Council and Down GAA”, and that it is being “delivered by Down GAA as lead partner, in collaboration with Co-operation Ireland and County Down Rural Community Network”.

“The development will deliver a high-quality, inclusive space designed to support sporting, community, cultural, heritage and peacebuilding activities,” the statement read. “The progression to the contractor procurement stage marks a significant step forward in the delivery of this landmark project.

“The Ballykinlar project has evolved from a historic agreement between Down GAA and the Ministry of Defence. The project responds to a recognised deficit in social and community infrastructure in the area, and will contribute to rural regeneration, improved health and wellbeing, and increased opportunities for shared use and engagement across communities.”

Concluding, the statement said it is anticipated that works will begin on site before the end of this year, with an expected completion date of 2028, and that further updates will be provided as the project progresses.

Planning permission for the 12.5-hectare development — set to include four full-size pitches (three of which will be floodlit), a new two-storey building containing a covered spectator stand, office space, player facilities, a museum and a multi-use games area — on the site of the former army base and at Ballykinlar GAC’s existing grounds was granted in July 2021.

Speaking during a visit to the site in October, Secretary of State Hilary Benn stated: “This project is a powerful example of the shared future we are all working to create for the people of Northern Ireland.”
